Required Qualifications: Applicants must specifically address how they meet these required qualifications to meet the requirements of the position.

1. Experience executing and managing payroll within an enterprise resource planning (ERP) system.
2. Experience staffing and managing a team of payroll or finance-related professionals.
3. Experience overseeing payroll deductions.
4. Experience in ensuring compliance with federal, state, and/or other regulatory organizations.
5. Experience overseeing and preparing tax reports for state and federal agencies.
6. Experience in payroll analysis, reconciliations, and journal entries.
7. Experience preparing management reports (i.e. year-end, ad hoc, audit responses, etc.).
8. Experience working with colleagues and cross-functional teams to implement process, policy, and software improvements.
9. Excellent customer service skills.

Preferred Qualifications

1. Experience processing payroll for a large organization (2,000-10,000 employees) using SAP or similar ERP systems.
2. Experience with nonresident alien tax reporting using Thomson Reuters Tax Navigator, Glacier Nonresident Alien Tax Compliance System, or other similar software.
3. Experience overseeing payroll reporting to various state entities [i.e. Teacher Retirement System (TRS), State of Texas Human Resources Information System (HRIS), State Comptroller’s Office (STCPA), and/or Employment Retirement System (ERS)].
Experience with multi-vendor reimbursement submittals to the Uniform Statewide Accounting System (USAS).
4. CPA licensed or Master’s degree in business administration, finance, accounting, or closely related field.
5. Bachelor’s degree in business administration, finance, accounting, or closely related field.
6. Five to seven years of payroll and tax experience or CPP (Certified Payroll Professional).

Job Description

This position has primary responsibility for directing university-wide payroll & tax compliance functions, including management and supervision of daily Payroll Office operations and staff members to ensure that all personnel actions are processed so that employees (students, faculty, and staff) are paid accurately and on-time in accordance with state and federal laws and local requirements. This position is also responsible for quarterly & annual federal and state tax reporting and payments, as well as collection and remittance of third-party deductions (e.g., for retirement, bankruptcies, and garnishments) to numerous external entities. Additionally, this position works to research and resolve elevated ERP system & processing problems and various compliance, policy and process issues.

Job Duties

-Authorize expenditures and monitor account activity.
-Oversee budget/salary review of payroll office accounts.
-Ensure compliance with applicable laws, rules, policies, procedures, and statutes.
-Develop and review Payroll Office plans, goals and objectives.
-Interpret federal and state tax law.
-Prepare departmental and university policies and review Payroll operating procedures.
-Provide payroll information for various university committees and other entities.
-Assist in ERP testing, configuration, upgrades and maintenance.
-Hire, train, supervise and evaluate staff.
-Manage processing of personnel actions.
-Research and resolve elevated payroll problems.
-Answer employee payroll questions.
-Function as university reporting official for the Teacher Retirement System and Employees Retirement System.
-Supervise and review preparation, reconciliation, and transmission of federal and state tax reports.
-Ensure state reporting requirements are met.
